I think that "If it is to be, it is up to me", means that if you want something done you will have to do it yourself. If you want to be fit, you have to make the effort to do so. It is up to you to make the decision. If you want to reach a goal, it is simply up to you. You cant expect to reach your goal if you do not try.

If you really want to achieve your goals, nothing can stop you from doing so. If you have the desire, which is the first and most important step of goal setting, to do something more than likely it is going to be done. Belief is the the second step of goal setting. You have to believe in yourself if you plan on succeeding. You must have the right mental attitude in order to get where you want to be.
